Is there someone who did some ISO 20022 messages implementation such as pain.001, pain002 and camt.053 and wants to share ideas and/or piece of code ?

Nice to see you here !!

I have searched my archive and other resources for the ISO stuff, but could not find anything.

As for the flags?

Well, mainly it is a spam-bot countermeasure.
Once a forum has been discovered by bots, they aggressively create forum users and post tons of spam, automatically.
The flag requirement forces a spam-bot to select a country and based on the original IP of the spammer and the selection, it can be compared.
A user from China (IP address) and indicating it originates in the USA is an effective check to mark it as "suspicious" and block the user before it can activate the account or even afterwards.

And also, as a bonus, we all see where in the world our fellow Gupta members are coming from...

We did some pain.001 creation using TD7.x xmllib.apl.
As the name says, its a pain(...) but can be done.
We did it for our bank payments and fortunately had some good examples :D
Could share some code (as is) if you are interested...

Sorry for the delay.
Here is the code.
Look for the function wf_CreateXML.
It's not a pretty code :D, as it was a learning assignment, but it works...
